Blackmore Street Park has been designed to inspire exploration through nature, drawing on the traditional Canadian backyard, natural landscape, and how parents may remember playing in a park from their own childhood. The open-ended recreation space allows for residents to be the ones that make moments here special - whether its neighbours gathering for a picnic, children climbing rocks, or searching for frogs. Nearby, Webster Park has already received an updated traditional playground, Blackmore provides a good balance and gives a more natural feel. We are also exploring the option of incorporating a slide into the park.

The Town recognizes these concerns. While disruptive behaviour can occur at parks from time to time, by-laws are in place to help address issues such as noise, loitering, and property damage when they arise. Signage will include park rules and a QR code linking directly to the Town’s  Parks By-Law

The hammocks are intended to provide a comfortable, quiet space for community members to enjoy the park during permitted park-use hours. Overnight stays and other inappropriate uses of Town parks are addressed through the Town’s Parks By-law.

If issues arise, the Town will monitor the park and address recurring concerns as appropriate.

The images in the park video are conceptual. The detailed design will ensure the in-ground trampolines have appropriate safety spacing from adjacent rock features, suitable surfacing, and clear fall zones.

The final playground design will meet applicable Canadian Standards Association (CSA) playground safety requirements.

Safety will be a key consideration in the detailed design of the frog pond/naturalized water feature similar to Stormwater Ponds throughout the Town. The design will be reviewed to our Town Engineering Standards and will confirm appropriate measures for the feature’s depth, side slopes, edge treatment, access points, signage, visibility, and long-term maintenance requirements.

Where practical, the design can also use layered safety measures—such as gentle planted slopes, naturalized buffer planting, and clear sightlines—to discourage unintended access while maintaining the ecological purpose of the pond. 

The park is being designed to balance public access with the privacy of neighbouring residents. Active amenities and gathering areas are generally located toward the centre of the park, away from adjacent rear yards where site conditions allow.

Detailed design will consider privacy measures along residential edges, including a combination of setbacks, existing-tree retention where feasible, new trees and shrub planting, grading, and the careful orientation of paths, seating areas, and activity spaces. These measures are intended to reduce direct views toward backyards and to avoid concentrating park activity immediately along residential property lines.

Currently soft lighting for the hammock area is the only lighting proposed and there will be timing on the lights. If issues arise, the Town will monitor the park and address recurring concerns as appropriate.
