The Town of Innisfil requires a Site Alteration Permit, in accordance with the Site Alteration By-law, when doing activities such as placing fill, removing topsoil, or changing the grade of land. This ensures that any changes to land:
- Are carried safely and responsibly
- Protect the environmental and natural features
- Prevent drainage, erosion, and flooding issues
- Maintain soil quality
- Use safe fill practices
- Minimize impacts on neighbouring properties
- Are compliant with applicable laws and agencies
When is a permit required
You are likely to need a Site Alteration Permit if your project involves:
- Importing or exporting fill
- Changing the grade or elevation of the land
- Removing topsoil
- Conducting site preparation for development or landscaping
In general, all site alteration work requires a permit before commencing unless specifically exempted under the by-law.

Applying for a permit
Before applying for a permit, you must book a consultation with our Development Project Manager to:
- Determine if a permit is required
- Identify your application's submission requirements for a quick and easy approval
Book a site alteration consultation
After your consultation and before you begin work, you will be required to submit a complete application to the Town for review and approval. Full instructions will be provided during the consultation.
Work may only begin after your application has been approved and the permit has been issued.
