Infrastructure Capital Projects Process
Engineering Services works with various Town departments including Roads, Water and Wastewater Services to coordinate and manage various major capital construction projects within the Town. Engineering Services manages these projects from inception to conclusion, including the initial environmental assessment phase, through detailed design, and finally, completed construction.
- Project Identification and Needs Assessment
Each year Council requires that Town Staff submit a five-year Capital Plan. Staff then develop a list of infrastructure projects required to be completed within the Town. Needs for initiating these projects are determined in various ways including public input and requests, rehabilitation needs, Needs Assessment Studies and Master Servicing Studies.
- Award of Project to Qualified Engineering Consultant
Once a project has been identified and the budget is approved, the next step in the process is to engage an engineering consultant to assist Town staff with the management of the project including carrying out an environmental assessment, the engineering design, and managing the construction. - Municipal Class Environmental Assessment
Municipalities are required to undertake a Municipal Class Environmental Assessment prior to the construction of any major road, water or wastewater project. Since each project varies in its environmental impact, projects are categorized by ‘schedules’. Once the Class EA process is completed, the Preferred Solution is presented to Council for approval. Depending on the outcome of the Municipal Class EA, if approved the project then goes to Design Phase. - Detailed Engineering Design
Engineering Services works with the Town’s Engineering Consultant to prepare the Engineering drawings for the project. Once the drawings have been reviewed and are acceptable to the Town, the Consultant would then move into the next stage of the project which is to tender the design for construction. - Project Tender and Construction
Engineering Services works with the Consultant and the Town’s Purchasing Department to issue Construction Tenders. Once the contract has been awarded and approvals are in place, the Contractor can begin construction. The Town’s Consultant, in consultation with Engineering Services, manages the construction project through to completion.
